It is located on Fu Tao Street, Jordan Valley, covering an area of about 2.16 hectares. It will be completed in 2023 and will be opened in stages in 2023 to serve the residents of Kwun Tong District, Kowloon. The overall design of the building was designed by Xu Liyan Architects Co., Ltd. (Yan Xunqi). Its shape was derived from the competition proposal of the Taipei Arts Center designed by the same company, and the original site was Blocks 9 to 14 of the first generation of Ngau Tau Kok Lower Village.
